Fences

The City of Lacey passed a new ordinance, effective January 1, 2019, changing the rules for fence heights to eliminate the need for special permits.  The new rules permit a fence NOT higher than 8 feet on the sides and rear of the property; and a fence NO higher than 3 feet on the front of the property.  These rules are for NEW and RE-PLACEMENT fences installed after January 1, 2019.  Exist-ing fences are fine, but if they are removed or taken down and replaced, the new rules will apply.  Contact city hall for any further questions.

Mailbox Keys

The Association owns the box units where you receive your mail, but we do NOT control the keys.  All keys were given to the owners or renters at the time the new boxes were installed.  We do not keep extra keys.  So, owners who are selling and landlords getting new tenants, please assure that the mailbox keys are being transferred to the new folks.  The new owners or tenants will have to replace the locks, either by paying the Post Office $50.00 or obtaining a lock kit from Home Depot or Lowes, or have a locksmith install a new lock.

Outdoor Burning

Effective January 1, 2007, state law prohibits burning in all designated Urban Growth Areas (UGA) within the State of Washington.  In Thurston County, the UGA Burn Ban areas are Bucoda, Grand Mound, Lacey, Olympia, Rainier, Tenino, Tumwater, and Yelm.

Additionally, RECREATIONAL FIRES are prohibited within the cities of Lacey, Olympia, and Tumwater.  Residential burning is prohibited.  ONLY propane gas, pellets and charcoal grills may be used for outdoor cooking. Burn bans may be called in ANY area for a variety of reasons, including impaired air quality and high fire danger.

Governing Laws:  WAC 173-425; RCW 70.94; Olympic Region Clean Air Agency (ORCAA) Regulation 6:  Rule 6.2

Garbage/Recycle/Yard Bins

Your garbage cans need to be pulled back from the street at the end of the pick-up day.  You placed the cans out for pick-up the night or morning before; please bring them back in at the end of the day.  If you are going to be gone, arrange with a neighbor to pull the cans back from the street.  The cans should not be out on the street on Saturday or even Sunday mornings!

Vehicles

No more than four (4) vehicles, (to include an RV), all in good operating order and licensed for the current year, are allowed on any property at any one time.  If you have more than 4 vehicles, you need to park them on the street. Only 1 boat (with/without trailer), or 1 travel trailer, or 1 utility trailer is also permit-ted per lot.  At no time, will an RV or travel trailer be used as a residence.

Parking

All motor vehicles, plus 1 boat or 1 trailer, must be parked on a designated paved or graveled parking area, such as a driveway, carport or parking stall.  No motor vehicle, RV, camper, boat or any trailer will be parked on the front, rear, or side lawns of any property; nor on any landscaped areas.

RV Parking

The City of Lacey passed a new ordinance, effective October 1, 2019, against parking RV’s on the street overnight without a parking permit from the Lacey Police Department.  This ordinance was passed, in part, to ward off a homeless parking problem; thus, in fairness, it applies to all residents within the city limits.

No parking will be allowed within any intersection; within 15 feet of a fire hydrant; or within 30 feet of any stop sign or yield sign. (RCW 46.61.570)  Parked vehicles cannot block public access such as sidewalks and driveways.  Park in the street if you might block a driveway or cross the sidewalk; your wheels cannot be on the sidewalk if you park in the parking strip alongside.

Landscaping

Aldea Glen homes will be landscaped in a manner that is conducive to the harmony of the community.  Additionally, owners (and/or their tenants), will be responsible for the care of REAR, SIDE, and FRONT yards, including the strip between the sidewalk and street, where applicable.  Owners and/or tenants will also regularly cut and maintain the lawn at least every two (2) weeks during the high growth seasons.  It is okay to let your yard go brown, but the owner or tenants will control ALL weeds on the lot.  It’s summer…let’s make our yards nice & neat and enjoy them!!

Trees

Trees along side-walks adjacent to a lot will also be kept trimmed and their leaves & needles raked and/or swept up to prevent walking hazards.  No tree removal is permit-ted on any residential lot within the city limits without a clearing/exemption permit from the City. An exemption would include diseased trees or hazardous trees from natural storms or emergency situations. Rules & instructions must be ob-tained from the City before any removal takes place.
