Aldea Glen is a community of 126 homes with w/128 lots.
Located on 5th Way SE, between Carpenter and Kinwood Ave in the City of Lacey, WA. 


The Homeowners Association is governed by Chapter 64.38 RCW and Chapter 24.03A RCW, its bylaws, covenants, and rules, and is managed by an all-volunteer Board of Directors
What does RCW mean?
The Revised Code of Washington (RCW) is the compilation of all permanent laws now in force. It is a collection of Session Laws (enacted by the Legislature and signed by the Governor or enacted via the initiative process) arranged by topic, with amendments added and repealed laws removed. It does not include temporary laws such as appropriations acts.

Definitions of “LOT” and “OWNER”?
Under RCW 64.38.010 Definitions
(13) "Lot" means a physical portion of the real property located within an association's jurisdiction designated for separate ownership. (14) "Owner" means the owner of a lot but does not include a person who has an interest in a lot solely as security for an obligation. "Owner" also means the vendee, not the vendor, of a lot under a real estate contract.

Definition of Membership
Under Aldea Glen Bylaws Article II:  Section 1 MEMBERSHIP
Membership in the Association is automatic upon purchasing any residential property described in Volume 24 of the Records of Thurston County as included in the Aldea Glen development; such membership is required by deed covenant. Membership in the Association runs with the land and may not be terminated by either the Association or the individual member until or unless the title passes to another party. The Board of Directors relies on the Thruston County Assessors / Auditors Parcel Search portal to confirm the name(s) on the title. ONLY the party’s name that appears in the title is considered a member of the Association. (thurstoncountywa.gov)

Requirements regarding General/Special/Board meetings
The Association adheres to the following RCWs regarding meetings
  1. Under RCW 64.38.035 Association Meetings – Notice – Board of Directors
  2. Under RCW 24.03A.390 Annual and Regular Meetings
  3. Under RCW 24.03A.395 Special Meetings
  4. Substitute Senate Bill 5011 - Election Meetings  and Notices

Calendar of Community Events

 

General/Special/Board meetings are open to homeowners. 
During a Board meeting, only board members are entitled to vote.
Per Bylaw Article V, Section 4 Paragraph C.

Many individuals have asked who can and cannot attend an HOA Board/General/Special meeting?
​
As mandated by Washington State regulations, the HOA's meetings must be open to all unit owners except during executive sessions. The board may restrict attendance if a person disrupts the meeting, ensuring decorum is maintained. 
 
Further, HOA meeting requirements, as stipulated in our bylaws, only allow members whose names appear on the title, means that the public, tenants, spouses, and attorneys for members can't attend.
